What Experts Think the Democratic Blue Wave Will Mean For Climate Action
Following two years of anti-climate legislation from Washington, Tuesday’s blue tidal wave - giving Democrats control of both the Senate and the House - could provide an opportunity to change course.
Google commits $17 billion to Wyoming data centre with carbon capture
Google will build its first Wyoming data centre campus in Laramie County. It is contracting 702 MW of Bloom Energy solid-oxide fuel cells operated by AEP, the largest planned fuel-cell power project for a data centre. Emissions will be captured and stored at Tallgrass Energy’s Eastern Wyoming Sequestration Hub, taking Google’s contracted CCUS capacity to nearly 1 GW. The campus will use air cooling to protect local aquifers, and the first power phase is targeted for late 2028.
Terradot secures $34m debt financing from HASI
The deal will support enhanced rock weathering projects in the US and Brazil, backed by multi-year Frontier offtakes and delivery insurance. A notable example of how offtakes and risk mitigation can help make CDR projects financeable.
Timber Carbon launched an AI-powered platform to certify and monetise carbon stored in timber buildings
After three years of development and more than 90 buildings with over 72,000 tonnes of CO2 locked in for the long term, Zurich-based proptech and climate tech company Timber Carbon is launching the first AI-powered infrastructure for carbon removal in the building sector.

Symbiosis Coalition Google and McKinsey signed 10-year offtake agreements with Working Trees
A useful policy-focused contribution on how agricultural systems could support greater CDR deployment.
Isometric partnered with Marsh to offer reversal insurance for reforestation projects
Isometric has launched a new insurance framework that lets Reforestation project developers use insurance to reduce their buffer pool contributions, improving project economics. The framework was co-developed with global insurance broker Marsh.
Carbon180 publishes a roadmap for scaling carbon removal on US agricultural land
A useful policy-focused contribution on how agricultural systems could support greater CDR deployment.

InPlanet publishes a white paper on financing carbon removal
The report explores how revenue financing, backed by bankable offtakes, credible delivery and risk-transfer mechanisms, could help developers fund projects before carbon-credit revenues arrive. It builds on a transaction involving InPlanet, Idemitsu, CFC and Carbon Removal Partners.
Carbon Unbound Europe: Key market takeaways
Fastmarkets’ post-event review highlights the importance of timely European procurement, bankable offtakes and a broader buyer base in scaling the CDR market.
Puro.earth passes 2 million carbon removal certificates issued
Puro.earth has certified 2 million tonnes of engineered CDR since 2019, with the second million issued in 19 months. Biochar makes up 49% of issuances and geologically stored carbon (BECCS and DACCS) 31%. Over 900 corporate buyers have retired more than 1 million certificates. The registry projects 1.9 million certificates issued annually by 2027.
Gold Standard launches first biochar carbon removal methodology
The Robinson Lumber Company division will build a facility in Alexandria that processes 100,000 tonnes of wood residuals a year into 16,500 tonnes of biochar. It expects about 40,000 carbon removal certificates annually once certified under the Puro Standard. Construction starts this month and production is scheduled for Q2 2027. Louisiana is backing the project with a $550,000 performance-based grant.

Robinson Carbon invests $16.3 million in Louisiana biochar plant
Carbon credits can provide a valuable revenue stream, but GFI’s CDR Catalyst is increasingly seeing projects focus on multiple revenue streams and co-benefits with clear market value today, becoming more resilient to fluctuations in carbon credit demand and pricing, and providing more compelling investment cases to investors.
Gabon sells 6 million CORSIA-eligible forest carbon credits to SEFE
Gabon’s green economy agency signed the deal with Germany’s state-owned SEFE on November 3. The credits are certified under ART-TREES, with delivery expected by Q1 2027. Gabon says it is the first African country to sell sovereign forest credits eligible for CORSIA. The price is undisclosed, and the benefit-sharing rules for communities are still to be published.
TPG closes $10.4 billion climate funds, including carbon removal investment
TPG announced the final close of Rise Climate II and the $2.5 billion Global South Initiative on October 30, 44% more than its first fund. The funds cover clean power, sustainable fuels, low-carbon materials and negative emissions. These are commitments to be deployed over time, not money already invested.

Aker BP and Höegh Evi advance ship-based CO2 storage for Norway’s Atlas project
DNV has issued a Statement of Feasibility for Atlas, which would ship liquid CO2 straight into subsea injection wells with no onshore terminal or pipeline. The target is 150 million tonnes of storage, injecting up to 6 million tonnes a year, with first injection around 2031. The EU Innovation Fund awarded the partners $250 million in October, and a final investment decision is targeted for 2028.
IPCC opens expert review of CDR and CCUS methodology report
The first draft of the 2027 Methodology Report on CDR technologies and CCUS is open for expert review until December 11. It was written by around 150 authors and gives governments guidance on accounting for carbon removals in national inventories. Approval is expected by the end of 2027.
EU Parliament and Council strike deal to raise ETS Market Stability Reserve threshold to 700 million allowances
The European Parliament and Council of the EU reached a provisional agreement on October 21 to raise the threshold for permanently cancelling EU carbon allowances in the Market Stability Reserve from 400 million to 700 million - a change designed to reduce price volatility and support industrial competitiveness as the EU ETS tightens. The deal takes effect from January 1, 2031, and must still receive formal adoption from both institutions. A broader review of EU ETS rules is separately underway.
